The United Kingdom and France Plan to Send Military Personnel to the Country in the event that a Peace Deal is Reached

Placeholder Diplomatic Meeting

The British and French governments have inked a statement of purpose concerning the stationing of military forces in the nation should a ceasefire be made with Moscow, the UK Prime Minister, Keir Starmer, has stated.

Subsequent to talks with Kyiv's partners in the French capital, he indicated that the two nations would "establish defense centers across Ukraine and construct protected installations for military hardware and defense matériel" to prevent any potential incursion.

The coalition members also proposed that the America would assume leadership in monitoring a truce.

The Kremlin has on multiple occasions warned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not responded on this latest announcement.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Russian forces presently controls about 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to be alongside Ukraine for the long-term," stated Starmer.

National leaders and top officials from the "Allied Coalition" took part in the recent discussions.

He stated at a combined announcement, he added: "It paves the way for the legal framework under which British, French, and partner forces could work on Ukraine's territory, defending Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the years ahead."

The British leader also stated that the UK would participate in any Washington-directed verification of a potential cessation of hostilities.

Protection Pledges and Negotiation Stances

Top American diplomat Steve Witkoff remarked that "durable safety pledges and strong prosperity commitments are critical to a lasting peace" in Ukraine – mentioning a key demand made by the Ukrainian government.

He indicated the partner nations had "largely finished" their work on finalizing such pledges "in order that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's representative, also participated in the talks.

Separately, French President Emmanuel Macron stated that Ukraine's allies had made "major progress" at the negotiations.

He noted that "robust" security guarantees for the Ukrainian government had been agreed in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "significant development" had been made in the negotiations, but qualified that he would only view efforts to be "adequate" if they led to the conclusion of the conflict.

Recently, the Ukrainian leader said a peace agreement was "90% ready". Settling the last 10% would "shape the future of the agreement, the future of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the center of ongoing disputes for negotiators.
  • Moscow has often said that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will take control, refusing any middle ground over how to finish the war.
  • The Ukrainian President has to date excluded giving up any territory, but has suggested that Ukraine could move its troops to an agreed point – but only if Russia reciprocates.

Moscow presently occupies approximately 75% of the Donetsk region and some 99% of the bordering Luhansk. The pair of oblasts form the area of Donbas.

The initial US-led 28-point proposal that was extensively reported to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This sparked weeks of intensive diplomacy – with Ukraine, the US and European leaders trying to amend the draft.

The previous month, Kyiv sent the US an updated framework – as well as distinct documents outlining potential security guarantees and provisions for Ukraine's reconstruction, the President added.
